Seriously, I’ve failed okumura’s fight 16 TIMES. this is genuinely the most bullshit boss I’ve ever fought. I’m level 46, I’ve tried everything, different party members, merciless, and no matter what I do I fail the fight. I think the general recommended level was 10 per palace. I'm playing on normal actually. I'll probably grind to 43 and then try the fight. I wouldnt say 41 is low end.

The fight is easiest in merciless. Personally, I didn't have much problem, if at all, with any of bosses in P5/P5R, including Okumura. Granted I only beat him in Normal difficulty and I was around lvl 40-45. My only DLC persona was Izanagi Picaro at around lvl 43 I think.
