I think the general recommended level was 10 per palace. I'm playing on normal actually. I'll probably grind to 43 and then try the fight. I wouldnt say 41 is low end.

Granted I only beat him in Normal difficulty and I was around lvl 40-45. My only DLC persona was Izanagi Picaro at around lvl 43 I think.
